Is the presence of an Attorney necessary to represent his client before the Council?

The Council’s Statutes provide that the submission of the petition must be done through an attorney except as concerns disciplinary and electoral disputes as well as all disputes subject to summary procedures.

Nevertheless, it is recommended even in these excepted cases to seek the assistance of an Attorney in view of the specificity of administrative procedures, which, if not observed, may jeopardize the rights of the petitioner.
