Does the State Consultative Council tend to favor the interests of the State (and all other public administrations) in its decisions to the detriment of the other parties in the case?
It is only natural that the Council does not favor the interests of any party to the detriment of the other. When the public administration is a party, it should be treated equally with the other parties. In a case submitted to the Council, there is no dominant party and weak party; there are legal positions declared, and rights to be given to their titular. |
